Details of Meeting with CMD BSNL Shri Kuldeep Goyal and Director (HRD) Shri Gopal Das and other officials at Corporate Office on Wednesday, 18th March 2009.
Meeting with GM (CA ) Shri P.K. Purwar in Morning Session :
General Secretary, Shri R P Shahu along with Shri Pavan Akhand (Web Secretary), Shri Chander Singh Negi (President, HP), Shri Sidharth Garbiyal (CWC Member, Corporate Office) and Shri K M Ruhela (CWC Member, Corporate Office) with met to GM (CA) in morning session and discussed at length the issues related to EPF and fitment method of batch 2005 who have joined BSNL after 1st Jan, 2007. Regarding the EPF, we have also supplied the recent order issued by CPFO, New Delhi. He shows his inability to comment on this particular issue as it is basically HR issue more than finance. On the issue of fitment method of batch 2005, initially he replied that as per normal practice fitment is not applicable for those who have joined after 1st Jan, 2007 but after different reference and justification given by AIGETOA delegates he replied that he has recently joined the office after long break due to some critical family problem but definitely this grievance will be redressed after detail study and discussion of board of directors.
In the meeting with GM (establishment) Shri D.P. De, the long pending cases of inter circle transfer request under rule-8 have been discussed at length. He clearly told that his office has already issued clear instructions regarding the consideration of request transfer according to the waiting list with the new recruitment but our circle representatives are not pursuing the same at circle level. It is also learnt that many circles are not regularly displaying the waiting list of request transfer on the intranet portal despite clear instruction of Corporate Office. We had also stressed on the concern of some circle heads that allotment of new recruitment GE-JTOs are not adequate. He clearly said that all the allotment is adequate and as per the requirement keeping in view the transfer request. So, Circle Secretaries are requested to please pursue to the circle heads first and can be communicated to CHQ for any hurdles.
Meeting with CMD, BSNL Shri Kuldeep Goyal in Session Afternoon Session :
In the second half, same delegation met to CMD BSNL Shri
Kuldeep Goyal. We are heartily thankful to our CMD, for giving us time in short
notice despite of his extremely busy schedule. AIGETOA delegates submitted the
presentation prepared for BCG (Boston Consultancy Group). CMD gone through the
presentation and appreciated our efforts. There was some interactive discussion
based on the presentation. He has asked our opinion regarding the MT. GS Shri R
P Shahu replied in line of resolution passed in our All India Executive body
meet at Bhopal on 15th March '09 and welcomed the recruitment of Executives in
HR and Marketing/Sales at GEJTO/DRJAO level but there are still some
modification required in the proposed recruitment as there is no any internal
quota for Non-Executives. Recruitment should be strictly based on 1:1 exactly as
in case of GE-JTO recruitment. We feel that this matter would be resolved with
the representation and intervention of NE Unions.
GS Shri R P Shahu also reminded to our CMD regarding the
non consideration of rightful request transfer of LDCE qualified by Gm
(Personnel) despite his agreement before you in the last meeting. Long pending
request transfer of GE-JTOs/DR-JAOs has also been discussed and he assures us
that he will instruct the Director (HRD) once again to consider and it will be
done. Even Director (HRD) has also instructed the GM (Personnel) to immediately
resolve the anomalies of transfer by considering the pending request. Now, let
us see what the stand of GM (Personnel) is ?
Issue related not allowing the batch 2002 to appear LDCE in some circles while some circles had allowed, was also discussed. CMD showed his serious concerned with the discrimination and injustice to those who have not been allowed and assure to investigate the matter. AIGETOA clearly mentioned that this is going to one more legal case against the BSNL management for which there is no solution other than to adopt the complete PSU setup and policies of PSUs for promoting the executives.
Fitment method for batch 2005 GE-JTOs has also been discussed. GS Shri R P Shahu stressed on the various presidential directives for any fitment or pay upgradation in which reference date is "date of examination" in respect of direct recruitee else there will be a lot of anomalies. CMD assure us to look into the matter. Details representation will be submitted by AIGETOA shortly. All the 2005 batch should have patience as in any pay revision there are always lot of anomalies and take some amount of time to get it resolved.
It is learnt that approx 1800 recently recruited GE-JTOs 2007 were called for orientation training but only 1100-1150 GE-JTOs have shown interest to join the training and rest have refused to join the BSNL even economic slowdown worldwide. It is an "Eye-opener" for BSNL. This shows the truth of HR policies of BSNL. This issue have been presented before the CMD and he was very much surprised that one side HR section is putting his all efforts to trap the young talent by allowing final year students and other side even talent acquired by relaxing the passing standard are not being trapped. CMD immediately called the data and instructed to find the reason behind that.
GS also submitted the copy of act of some strange anti social element of joint forum for putting on the notice board with some abusing words for AIGETOA. This shows the level of mentality. AIGETOA strongly demanded investigation and immediate termination of such mentally ill employee.
Meeting with Director (HRD), Shri Gopal Das in Evening Session :
After meeting with CMD, GS Shri R P Shahu met Director (HRD) for short period as appointment time was already over in the meeting of CMD. Same issues were discussed. For the refund of retrospective recovery, GS clearly mentioned the various orders of EPFOs/CPFO and conveyed that it will be as better for the health of organization and responsible authority as faster action will be taken by the management to resolve the issue. GS also conveyed the resentment of the sufferer of LDCE transfer anomalies and warn about the unrest situation. Finally, Director (HRD) called the GM (personnel) over the phone and instructed him to resolve the issue at the earliest by considering the rightful requests.
