Proposed DGM Recruitment of BSNL : "A Scope for Corruption under the belt...................."
During MT notification Management was justifying that BSNL is in serious need of some young Management Professionals at STS/JAG. At that time, AIGETOA had strongly protested quoting that "we are ready to cut-down our salaries if BSNL is really in need of some young Management Professional but it should be from the top 10 Management institutes like IIM's else BSNL already have young and qualified Executives better than any other institutes".
Now, ITS dominated Management has issued notification for external DGM with 12 years of experience having qualification of BE/B.Tech and age up to 45 years contradictory to their previous justification and ignoring number of existing Engineers and Account Officers having additional qualification of ME/M.Tech/MBA. Suddenly the need of young executives has been gone astray within 6 months.
This has revealed the true colours behind the ill motive of ITS dominated management. They do not need any Executives for well being of BSNL but they are only searching for another scope of corruption through this recruitment before BSNL go to blazes. It is also learnt that some leaders of executives associations are acting as a catalyst in this corruption plan.
DOT recruited absorbed Engineers be aware of pity politics of some leaders as you are the immediate sufferer with the proposed recruitment ! Though we are not immediately suffering with the proposed recruitment but we will not accept any such dual standard of BSNL Management. One side BSNL Management is justifying the matriculates to be STS/DGM in the name of experience and other side undermining the qualified executives. It does not mean that we are against out side recruitment in some specific areas but any recruitment should render full justice and not undermine and blackguard existing executives. If management is in need of any recruitment at any level it should first put all efforts to find out the same within the organization itself before intending for outside recruitment. AIGETOA is receiving several calls from DOT Engineers and Direct recruits TTAs to be a part of our “Operation Sacrifice: Death Before Dishonour”. AIGETOA heartily welcomes all such activist of complete reformation of BSNL which is the high need of hour.
All members are requested to get ready to intensify our agitation program. If BSNL Management would not take this notification back with immediate effect, AIGETOA will appeal CMD and Director (HRD) by sending individual SMS and post cards. Date and Matter for the same would be uploaded soon.
Management has invited application for the post of DGM (TMS) from Graduate Engineers having 60% marks and for the post of DGM (TAFS) from CA/ICWA/CS. They should possess 12 years of service experience with 3 years in E-4 grade (PSU) OR CDA scale Rs.10000-325-15200 (pre-revised scale in case of Govt.) OR gross annual salary 7.5 Laks (private). Moreover, out of 12 years 5 years of experience should be in company having turnover 100 crore.
We are happy to know that at least BSNL Management has first time accepted that, Graduate Engineers and Account Professional recruited in PSUs should have 3 years of experience at E-4 level in other words they should reach at E-4 grade in 9 years of service for the well being of the company.
Proposed DGM Recuritment : Clapperclawing to the existing Qualified Executives of BSNL
BSNL Management have been always justifying their career progression policy since long time in respect of executives and always said that it is better than any PSUs. How BSNL management can even think that executives recruited in other PSUs would have reached to E-4 Grade within 9 years of service while in BSNL (Schedule A1+) Executives recruited in BSNL with mandatory qualification of Engineering (with 60% and more, many are having honor's with ME/M Tech./MBA ) and CA/ICWA/CS are still working at E-1 grade even after passing more than 8 years ?
BSNL has recruited Graduate Engineers/Account professionals through one of the toughest all India competition at par with other PSUs even many who could not secure their selection in BSNL are now selected for other PSUs like NTPC, IOC, ONGC etc. all these executives will be eligible for the DGM post proposed in BSNL just after their 12 years of service but executives selected for BSNL could not be eligible for the same even in their whole career. Who is responsible, whether the recruitment process of BSNL or the career progression policy of BSNL or executives who preferred to join the BSNL over other PSUs in the absence of BSNL career policy ?
If, the same recruitment would have been proposed by other PSUs how many executives of BSNL had been eligible despite having additional qualification and experience than proposed for DGM? Does it signify that BSNL have made us handicapped and bounded labour? BSNL has just ruined our career.........
Why BSNL management is looking outside for the post of DGMs while BSNL itself have better Qualified Executives with 15 -20 years of internal experience?
Why BSNL Management prefers outside experience over internal experience in Telecom ? If, An engineer/Account Professional worked for 5 years in any company having turnover of 100 Cr. is capable to handle the responsibilities of DGMs in BSNL then why existing qualified executives having 5-20 years experience in BSNL are not even eligible for the same. Whether BSNL Management wants to express that Experience and Work Culture in BSNL is Worst?
Is it not a blackguarding that BSNL Management is giving due respect to the Engineers and Account Officers recruited by other PSUs but not giving same respect to executives recruited by them ? Whether BSNL wants to say that recruitment of BSNL is most corrupted and executives recruited in BSNL are clumsy ?
Whether BSNL Management think that BSNL does not have 210 executives out of 54,000 who are better than proposed outside DGMs while many other companies have already searched 1000 of executives from BSNL to handle the responsibility more than proposed DGMs. Many of them have already qualified IAS and other prestigious management competition like CAT.
If we see jointly the notified recruitment of DGMs and existing career progression of executives in BSNL it clearly says that if BSNL recruited executives would remain loyal for the company they can not even be eligible for the post of DGM in their whole career but if 2001 batch executives leave this company today and join any private sector they can be back at the post of DGM after 3-4 years. It seems that ITS dominated management are forcing qualified executives to leave the BSNL after being trained, so that private operators can have readymade executives.
All these questions are definitely unanswered in the
proposed recruitment of DGMs. It shows the ill motive and unprofessional
approach of guest ITS officers dominated BSNL management. We once again request
our honourable CMD, BSNL Shri Kuldeep Goyal that do not trust blindly these
guest officers who always try to find out some short term solutions to satisfy
their ill motives linking with their days remaining in BSNL. We also request to
immediate withdraw the illogical and irrelevant DGM recruitment and spare some
time to analyze the HR of BSNL. We are very much confident that you won’t find
any need of outsider for MT or DGM as you are already having world class
executives in your organization itself, who are being underutilized due to some
vested interest of guest ITS officers. Sir, a single person can change the
world, please do something for long term so that one and all will remember you
as the reformer of BSNL else AIGETOA will be remembered for the same.
