Highlights of the resolutions taken in CEC meeting of Faridabad


1. Deliberation & strategy towards settlement of Burning HR issues to BSNL Recruits:

The latest status with respect to the resolution of burning HR issues were reviewed. It was agreed that since management has come up with some firm commitments, association may wait till March 2017. If the direction of resolution is positive, then definitely AIGETOA will put all its energy towards the increase in profitability of the company, however, if the issues are still ignored by management then AIGETOA can resume its organizational action program any time after March 2017. The program will directly start with Delhi Chalo, Mass Leave etc. along with other methods of protests also. Other innovative and intensive methods to draw the attention of all concerned agencies shall also be taken up. However, first association will try all methods for amicable solution and then only will resort to organizational actions. House authorized GS to take necessary possible steps in this regard under consultation with CHQ members.

2. Organizational matters of the Association:

  1. It was discussed that CHQ team should be more strengthened at BSNL CO, New Delhi. The house further nominated Shri Sudheer Singh, member from Gujarat Circle Bashisth Gupta, member from BSNL CO and Shri Manish Sood, member from Kolkata Telecom as advisor to CHQ. The house nominated Shri Sanjay Kumar Saini, founder General Secretary of the association as New Chief Patron. House Nominated Shri Dinesh Roy, Member from Kolkata as the new Spokesperson of AIGETOA. All the Joint Secretary will personally monitor the organizational activities at circle and district level.

3. Strategic Alliances with other Service Associations of BSNL:

  1. It was unanimously decided that AIGETOA will carry forward its individual identity.

  2. It was emphasized that the membership verification is over and AIGETOA has fulfilled its commitment by garnering around 11000 votes in support of AIBSNLEA as they supported our case for separate representative status for BSNL recruits. For resolution of the issues, AIGETOA will maintain a synergetic relationship with AIBSNLEA based on the principle of mutual cooperation.

  3. GS informed the house that a positive gesture has also been shown by GS SNEA, President SNEA and Chairman SNEA. House was of the view that AIGETOA can provide issue based support to SNEA also on the issues pertaining to BSNL recruited executives if the same is taken with honest intentions and interests of the BSNL recruited executives are being kept in mind.

  4. It was informed to all the circle secretaries that any coercion tactics used against our members should immediately be brought to the notice of CHQ. House further authorized GS to hold deliberations with other associations for resolution of the issues and taking further necessary action as deemed fit in consultation with other CHQ members.

  5. The house stressed upon the need for keeping all the BSNL recruited executives under single umbrella. It was decided that an awareness campaign shall be launched at all the circles to bring back all the BSNL recruited executives to AIGETOA fold.

  6. It was decided to keep a close watch on the activities of majority association on the issues pertaining to BSNL recruited executives. Any genuine move to settle the issues should be responded positively and any adverse move should be given a befitting reply.

  7. It was once again reiterated that all the BSNL recruited executives shall be requested to remain under the fold of a single banner and that is AIGETOA being the only exclusive association for BSNL recruited executives.

  8. It was also resolved that registration of the name of the as ALL INDIA GRADUATE ENGINEERS’ & TELECOM OFFICERS’ ASSOCIATION be actively followed at Registrar Office.

4. Anti-Associational Activities of some members of the association:

House condemned the recent activities of some of the esteemed members of the association during membership verification which was directed against the very existence of the association.

5. Legal aspects on various issues & efforts by AIGETOA:

  1. Kerala team presented the details of the DoP&T case and status as on date. CHQ team further discussed the matter and the way outs to end the log jam which has kept the promotions of many at hold. It was highlighted by the team that Hon’ble Court has just asked for a corrected eligibility list which BSNL has failed to produce till date.

  2. From the status, it was very clear that the associations who have been projecting themselves as the saviors’ in this case, if they would have shown some positive action on ground instead of misleading executives, the matter would have been resolved way back. However, CHQ took the concurrence of the whole matter and decided to speak with the petitioners to resolve the impasse and taking due care that neither the LDCE passed executives, nor the seniority-cum-fitness eligible executives are at loss. AIGETOA will soon come out with solution to end the whole complications with regard to Seniority-cum-fitness as well as LDCE promotion to the grade of SDE (T).

  3. CHQ and Kerala Team also apprised the house about the case filed by AIGETOA against the application of JTO RR 2014 with retrospective effect. CHQ apprised the house that Hon’ble Ernakulum CAT has restrained BSNL against exercising the clause 10 on incumbent executives i.e. all the executives on that date are protected against the degradation of RRs.

  4. CHQ team also informed house that contempt petition with respect to Presidential notification of standard Pay scales for JTO/JAO equivalent and SDE/AO equivalent has been filed.

  5. It was decided to explore legal means also for settlement of issues and if needed association may implead in any of the cases where a positive movement on the issues is visible.

  6. It was decided to make a voluntary appeal to all the BSNL recruited executives for Rs. 250 per executive for pursuing the court cases.
