Executive body meeting at Bhopal on 15th March 2009 was grand success. Almost all the circle (total 24 circles) representatives were present except J&K, UP (W), Uttranchal and Bihar due to some unavoidable circumstances. Circles who could not attend the meeting have given their telephonic consent for the resolution passed.

 

Meeting started at 10:00 am after having the break fast at Noor-Us- Sabah Palace (A WelcomeHeritage Hotel). All the circle representatives and CHQ office bearers gave their detail views one by one on behalf of their members. At the end of the meeting following resolution passed unanimously:

1.       Regarding the career progression of executives in BSNL:

·         No direct recruitment above GE-JTOs/DRJAOs.

·         Standard pay scale of E-2 (10750/- pre-revised) in respect of direct recruitee executives from the date of joining.

·         Separate cadre for direct recruitee GE-JTOs/DRJAOs or six additional increments to compensate their qualification.

·         Time bound upgradation with change of designation in every four years upto E-4 without considering the vacancies with the flexibility of one year for qualified and out performing executives based on indexing system.

·         Time bound financial upgradtion in span of four years from E-4 to E-5, E-5 to E-6, E-6 to E-7 and post upgradation depending upon the vacancies with qualification bar at E-5 (minimum BE/BTech or any professional qualification),

·         Pension compensation for those who are not covered under government dynamic pension.

 

2.       Regarding ITS absorption:

·         AIGETOA will take up this issue on it’s own platform and conclusive organizational action will be initiated

·         Every member will keep close watch on their anti business activity and same will be communicated to CHQ AIGETOA.

 

3.       Regarding EPF/CPF:

·         Immediate refund of past recovery and any short amount must be deposited by BSNL.

·         Immediate contribution of training period and food allowance by BSNL.

·         Centralise contribution at corporate level through HR package.

·         All the transfer cases of EPF account must be immediately resolved.

 

4.       Regarding Transfer anomalies in BSNL:

·         Investigation in transfer anomalies of TES-Group-B and immediate suspension of concerned authority till the investigation is on.

·         Justified and transparent transfer policy.

·         Immediate consideration of spouse cases and who have already served inter circle by displacing the SDEs on longest stay basis as it was already the part of policy and commitment of CMD and Director (HRD).

·          Immediate consideration of transfer request of GE-JTOs under rule -8 with new joining of new recruitment according the waiting list as same has already been communicated in written to GS AIGETOA by the concern authority.

 

5.       Regarding hard tenure posting:

·         Minimum facilities should be extended as per the government provision at the hard stations

·         Order should be issued for 2 years tenure in place of 3 years for the executives who have been transferred to hard stations before 10 years as commitment of the Director HRD.

·         It should be ensured for immediate reliving after completion of tenure.

 

6.       Regarding fitment of 2005 batch GE-JTOs:

·         Training of Some batch of GE-JTOs of 2005 has been started after 1 Jan 2007. There is some confusion that whether 2nd PRC fitment will be applicable to them or not? It is very clear from the various government orders that any pay fixation is always with respect to the date of examination not the joining of training as employee get engaged after examination and training is in the hand of organization.

·         It will be clarified from the management and action will be taken accordingly.

 

7.       Regarding the LDCE of TES-Group-B:

·         It is learnt that more than 100 of 2002 batch GE-JTOs have been selected in the last LDCE in some circles but some circle have not allowed to appear in the examination at last moment. It is great injustice with them. Management should protect their right.

·         No more LDCE for SDE as there is no any meaning of conducting such LDCE specially for those who have already qualified all India competition. Promotion should be strictly based on CPSU pattern as given in point no-1. Moreover one LDCE take BSNL 3 years back.

 

8.       Regarding humiliation representatives of AIGETOA at circle level:

·         It has been decided that all India will extend support against the any humiliation of representatives of any circle.

 

9.       Regarding constitution amendment of AIGETOA:

·         Some amendment have been done like change of name to accommodate other executives and some other paras of the constitution which will be elaborated very shortly.

·         Subscription fees has been increased from 50/- to 100/- per month per members while initial registration  fees will remain unchanged and quota for district, circle and CHQ will remain same as earlier (30:30:40). This will be applicable from 1st April 2009.

 

10.   Regarding committee

·         Committee for career progression and constitution amendment remain same.

·         One coordinator committee for the administrative help at corporate office has been formed with following members:

Shri DPS Chawla ( CP- Corporate Office)

Shri K M Rohilla (CWC Member- Corporate Office)

Shri Ravi Verma (executive member- Corporate Office)

Shri Amit Roy will be the chairman of the committee and this committee duly authorized to  follow up the CHQ activity at corporate office .

 

It has been unanimously decided that GS-AIGETOA will serve notice shortly to BSNL management for resolving the issues especially for point no 1 to 4 with mutual discussion in time bound manner. In case of failure all India is ready to take any extreme step.
