Update on Promotion of JTO to SDE (T):
GS AIGETOA today met GM Pers and had an extensive discussion over the methodology and Time lines for issuance of promotion orders. DGM PERS, AGM (Pers-Legal), Both the AGMs of PERS-II section along with DM Pers were also present. It decided that assessment and preparatory exercise will start immediately and should be completed within next few days. Proposal for initiation of DPC shall be put up by Personnel section. In the meanwhile, BSNL shall be submitting its line of action in Hon'ble Ernakullam CAT. However, in the meanwhile, all exercises for issuance of promotion orders shall be completed so that promotion orders are not delayed. AIGETOA CHQ team is in consistent touch with HR group to ensure that orders are issued at the earliest. Together We Will..Let's have faith and patience. We are hoping for the promotion orders very soon.

PROPAGANDA BY SO CALLED RECOGNISED ASSOCIATION - FACTS WHICH ANY LEARNED PERSON CANNOT IGNORE

Propaganda by So called Recognised Association - Facts which any learned person cannot ignore:
While not commenting about the competency and Intellectuality of some very Learned Minds who actually projects themselves as the most knowledgeable but the fact is that they are devoid of any logical thinking. They use "Comic Font" in their website and if somebody compiles their contrary web updates for last 6-7 months, it will become a very interesting comic reading.
They have reported that there has not been extra promotions - Any logical and Learned person would ask the these questions -
1. What is the need for then diverting the vacancies from DR quota and Face Contempt in Chandigarh CAT.
2. If Vacancies were available, then why Supernumerary Posts were created.
3. 2012 recruitment year JTOs can be accommodated but only if Management considers the JTOs promoted in 2014 as senior to those JTOs who have been promoted against Supernumerary Posts and have not been allotted any vacancy year. Are they willing to concede to that demand.
4. If there was so much clarity that excess quota promotions have not been made, then why management did not presented these facts in court. Why they let this action to be adjudicated by Hon'ble court as Contempt. We request all to again go through the contempt order. It states, contempt is not against promotions or excess promotions, contempt is against not following the Interim order with the comment that BSNL was in a tearing hurry to execute the promotions within 10 days. Papers do not tell lie. Now when BSNL Management understood the root cause of Contempt and are taking necessary corrective action by following and executing the interim directions as was the contention of the applicants who happen to be AIGETOA members and promotions with Interim orders are in sight, they have started this malign campaign just for retaining their membership base, having failed in damaging the prospects of DR JTOs. In the name of review, they have again misguided management and this may result in Hon'ble Court taking cognizance as contempt because BSNL has followed neither interim nor Final Directions. It is pertinent to mention that case is listed before same Judge who has delivered the earlier Judgment. So this review is intended just to delay and make things complex and nothing else. However, we will ensure that they do not succeed in their plans.

are not being accommodated due to lack of vacancies, we have requested
management to put them on Panel against future vacancies which will be ad-hoc
mechanism and with availability of vacancies, they will be promoted as regular
SDE without any further DPC.
They are saying AIGETOA activist should not oppose review petition. The Ernakulum Judgement is very clear in its verbatim that lists of PRs and DRs JTOs are to be prepared as per the prevalent appointment orders and promotion orders. As per appointment order, till date, List has been prepared based on Training Marks. So to search for ambiguity in this order was not at all required. Added to that they did not find any ambiguity in these orders while promoting those under PR quota and had even left 2001 JTOs from OC category, and 2005 Batch JTOs from ST category citing that there was an ambiguity in considering training centre marks. It shows their own dual and pulsating nature.
They are teaching pragmatism. Pragmatic action is called as one which was shown by AIGETOA in May 2017 when we called Applicants from Ernakulum to BSNL CO and arranged a meeting with management to come up to a solution which benefits all. Thereafter, we had a meeting between AIGETOA, SNEA and Applicants and we reached to a signed settlement also on which our GS & office bearers, their office bearers including GS,Lead Applicants were signatories. In the process, they derailed and delayed promotions of all including their own membership, many of whom retired by the time promotion orders were issued next year and that too only when AIGETOA broke the bottleneck of stalemate in promotions.
Now when they have failed in their designs, and their own members are putting questions before them, they are shifting pointers towards other. This appears very Funny - Whatever good that happen, happens because of them and whatever which does not happen, is because AIGETOA does not allow it. On that day also, we advised them that now its high time to concentrate on issues as your elections are over, so propagandas should be put to rest. But perhaps, concentrating on issues is not their cup of tea.
We have also learnt that now they are putting the blame of MT Recruitment on issuance of LDCE promotion orders, so they agree they are not responsible for LDCE postings. It was well known and well captured in black and white form that on MT Recruitment, concurrence of Majority recognised Association is to be obtained before moving ahead with recruitment. Now, they are telling that somebody else gave the concurrence on their behalf. What they were doing all these days. Sleeping and waiting to put the blame of the same on website.
All BSNL executives as well as management, know that it is AIGETOA only who has opposed MT recruitment through all means and now also we will not only oppose it but ensure that MT will not happen not at all. Who has concurred and who has not is visible from various letters written to management by AIGETOA opposing the inclusion of MT RRs in CPSU Hierarchy. Members are advised to read AIGETOA archive in this regard where opposition on record is there from November 2017 to July 2018 with reference to CPSU hierarchy.
We dare them to show one single letter from their side to management after finalisation of the so called CPSU hierarchy Proposal. This single line itself states that what is the trade off by the so called recognised association over the MT with CPSU. We still give them a chance to prove their innocence. They should also come up with a Firm opposition to the MT recruitment notification issued on 11.12.2018.
And Yes at the
end, they are misguiding that Internal MT should happen and they are opposed to
external recruitment. First and Foremost,
Internal MT is
not a fast track promotion
creation of separate cadre
who will be born in BSNL with silver spoon in their mouth.
SO Scrapping of MTRR is only solution and they should oppose the MTRRs firmly
instead of misguiding and trying to shift the blame on others.

From the time of its inception, AIGETOA and its members are working for the betterment of BSNL recruits with endless efforts. Even though many matters were settled / under settlement to the benefits of BRs, the other side has also worked to snatch/ keep away our genuine rights - some with management support and some with their backend politics.
The recent episodes on Promotions (JTO to SDE SCF / SDE to DE / JAO to CAO), Pay related issues (E2 / E3 & Pay parity), SAB (Superannuation quantum increase) has continued the same story where BSNL Recruits have always found themselves on the receiving end.
To add to the wounds, the recruitment of MT is notified in BSNL, which is eventually going to make the coffin seals to BRs promotional aspects and pay scale issues forever. The Jaws and teeth's are very much visible of them who just want to satisfy their ego by consistently effecting harm to BSNL recruits almost on a day-to-day basis.
On the part of JTO to SDE Promotions where all the eligible BR JTOs from 2001 till YOR 2008 are eagerly waiting for their first promotions since last 8 to to 17 years, these forces clearly manipulated the things to favor to a section of PR Quota JTOs, squarely against the merit & the directions of Hon Court judgments and pushed management to the wall and in the process management is facing contempt at Hon'ble Court of Law. Now when management has understood the reality through continuous pursuance of AIGETOA, some recognized hands came with a new theory to include again their own set of people and started creating problems which are intended solely towards putting 2008 batch recruits at bay. AIGETOA is on a constant vigil on the developments and we wont allow any riders to the promotional aspects of BR JTOs, for which our fight is nearing a decade. We are very sure with our persuasions on a daily basis that promotions will be executed as per the interim directions of Hon Ernakulum Court and we are very near to our goal. The state of the minds of opposite corners is also visible from the absurd and contradictory statements on their own website where consistent variations can be found in their statements which include variation in number of vacancies reported also.
While issue of Promotion is awaiting settlement and our energy was completely focused on that, all of a sudden, management has come with an U turn in the form of MT recruitment, which must have got the concurrence of the so called recognized wings. This MT Recruitment is going to seal the career aspirations and pay scale change prospects of BSNL recruits to rest for ever. MT Recruitment is notified as a lateral recruitment above JTO/JAO, which is going to hamper the BSNL Recruits aspirations on promotion and pay. The recognized wings are not concerned and in fact they might have informed their concurrence, to drown the ray of light from BRs. May be they are on their comfort zone by sitting almost all their members with AGM posts through some challengeable diversions, over and above the so called MT induction. While AIGETOA stands for a Performance Oriented Internal Fast track promotion, which is apt plan in line with AIGETOAs proposed Contemporary CPSU hierarchy, these self-proclaimed people seems totally committed to keep away the chances of BRs for reasons known better to them. They justify their act by stating that they are for Internal MT only and they don't want external MT. But that is also a thoughtless Propaganda, as only Internal MT cannot be assured without scrapping the existing MT RRs and it is beyond our belief that these so called Stalwarts do not know that MT RRs will have to be scrapped if they want to ensure internal MT and Keep Away External MT. So this is nothing but bluffing their members who happen to be on receiving end and consist of a major chunk of their membership.
While at one side their crocodile tears are flowing to make E2 / E3 for JTO/JAO-SDE/AO, on the other side they agree for JTO RR-14 with E1, CPSU CH with E1 and now MT with E3. Great work!!!! Anyway, we have only one thing to say, AIGETOA is committed to protect BSNL Recruits interest and won't allow the BRs voice to be crushed down, as We are getting from stronger to strongest with the whole hearted support from the BSNL recruits who knows the ground reality.
These acts and facts invariably confirms that unless until BR fraternity comes under a single umbrella, such type of onslaughts will keep on coming..We as an AIGETOAn reaffirm our commitment to protect the BR issues and we will not let loose anything which affects adversely to our Pay, Pension and Promotion. We know, our Job does not gets over simply by highlighting others part, but our Job Gets completed only when we are able to withstand these onslaughts on front foot and throw them away. We reassure that remaining Promotions are soon going to be a reality and we also reaffirm our resolve to go to any extent to Stop this latest assault on the dignity and Self Respect of BRs by trying to enforce MTs on our heads.
The Teeth and Jaws are visible of others and To be with BSNL Recruit Unity by aligning with AIGETOA or Not to Be is the self introspective question for all BRs and We leave it for the BRs to introspect.
UPDATE ON MEETING WITH CMD BSNL

Update on Meeting with CMD BSNL:
GS AIGETOA Shri Ravi Shil Verma and VP CHQ Shri Badri Kumar Mehta met CMD BSNL and requested for his intervention in issuance of JTO to SDE Promotion orders. GS AIGETOA apprised him of the developments and discussions at various levels. GS again requested that only solution to the whole problem is issuance of promotion orders as per interim orders. CMD BSNL told us to talk to Director HR and assured us that he will also speak to Director HR. We also requested him for issuance of minutes for the left out issues of 2nd PRC as assured on 30th November 2018 and 2nd December 2018. He told he has already given instructions and again told us that it will be issued. He again reaffirmed his commitment for increasing 3 Percent contribution towards SAB making it to a total of 8 Percent. Balance 4 Percent is to be increased in next go..
THE MIGHTIEST AND THE SELF PROCLAIMED HAVE STARTED AGAIN THE DERAILMENT OF SAB ISSUE

The Mightiest and the self Proclaimed have started again the derailment of SAB issue:
In the recently concluded AUAB discussions with CMD BSNL, it was agreed that another 3 percent of Superannuation Contribution will be increased by March 2019 and the remaining 4 percent will be increased in the next Go. Now we have seen some website update in which the General Secretary of the so called Mightiest association has written to CMD that the remaining 5% contribution towards 30% Superannuation benefits to BSNL directly recruited employees shall be implemented at the earliest.
This sudden letter to BSNL stating that only 5 percent is remaining is nothing but an effort to confuse management and put the already agreed resolution with AUAB in Jeopardy. Another champion of HR issues also went to management stating that these BSNL recruits will get Rupees Five Crore Corpus. These loose statements by those who are signatory to the letter where they all have agreed for another 3 percent increase in Superannuation Contribution and the remaining 4 percent in another go shows the concern which they have for BSNL Recruits. Their heart burn proves the fact that only and only BSNL recruits can take care of issues of BSNL recruits. This back biting may be one the reasons for non publishing of the minutes related to BR issues. However, AIGETOA is determined to take this issue to finality and will not rest till the assurance with respect to both the issues are fulfilled by management/DoT.
REVIEW PETITION ON JTO TO SDE PROMOTIONS

Review petition on JTO to SDE promotions :
It is learnt that a review petition is filed by BSNL management at Hon HC, Ernakulam. It is very much surprising that the review is filed on the judgement after
1. A partial set of around 3139 promotions were already executed for absorbee executives on 15/6/18 ( many such people got JTO cadre posting after joining of BSNL Recruit JTOs).
2. A contempt petition is on the verge of completion in the same matter, where already the respondents were served with Rule-8 proceedings for wilful disobedience of court directions.
While our association is trying it's best possible efforts to get promotions for all the BSNL recruited JTOs, it's a matter of disappointment that some corners are still trying deliberately to delay the promotions with their consistent works and egoistic attitude. Just now we came across a web update where in they mentioned that court cases have been filed by individuals who have already got promoted. Perhaps in their quest for one upmanship again when promotions are almost near finality, they have forgotten that lead applicant who happens to be a 2001 batch BSNL Recruit and others are 2007-8 batch recruits. We can understand, how would they know as they are least bothered about what happens to a BSNL Recruit. We thought that they may have taken some que from the awkward position in which they were placed in recently concluded AIC and will now atleast start working the welfare of BSNL recruits only, but that was our optimistic thought only which is far away from reality. Still they are indulging into negative propaganda and they will never learn either.
The filing of this review petition is intended to just delay the procedures and nothing positive thoughts can be seen about it. At the same time without a contempt petition by applicants at Hon HC, under the misguidance of some corners and some officers, management themselves have invited that a contempt be heard at Hon HC also.
This association had been in constant discussions with various stake holders and management, even without any doubt we are sure that if BSNL want to make the promotions, the entire vacancies can be filled up in no time as SCR/APAR works are almost completed with continuous follow up of AIGETOA. But things are being derailed every now and then, just because of over intelligence of certain officers present in the loop. We have been consistently thwarting their efforts for derailment right from the day when eligibility particulars were called for upto 2008 recruitment year. We had to actually indulge in one to one fight to get that letter issued. At that time also, one very intelligent group called this exercise as mere eyewash for reasons best known to them. Today that step resulted into initiation of DPC process before July 1 which made it possible for us to reach upto this point else half cooked CPSU hierarchy would have been slapped on us.
We would like to affirm once again that we are very close to our goal despite efforts to derail the process from Foes as well as friends ( Beneficiaries). We will make all efforts to ensure that management agrees for issuance of promotion orders without any further delay as they need to file their course of action in Hon'ble CAT Ernakullam also.
We have kept the pressure on through persuasions, meetings, follow ups, exploring possibilities, submitting suggestions with actual data and calculations and advising for next course of action to break the impasse. We are keeping a close watch on the developments in Court also.
Yes, we do agree that we are not indulging in what's app heroism and pursuasions through telephonic messages as we believe in one to one persuasion. We work for the issue and not for heroism.
We know that our efforts are being further made difficult by some very enthusiastic executives who have been circulating messages to the contrary and confusing management just for the sake of politics over the issue. We are surprised by their actions of hobnobbing with those who are actually responsible for the delay. If we close our eyes for one day, very same day they will make the promotions impossible. We are working to ensure that almost all executives upto RY 2008 gets promoted. We have proposed to include all such executives by making a panel against future vacancies so that none of the executives are left behind.
We once again reaffirm our commitment to get the promotion orders issued without any further delay and we shall be taking all necessary steps to ensure this.
UPDATE ON PROMOTION IN JTO TO SDE SCF UPTO BATCH 2008

Update on promotion in JTO to SDE SCF upto batch 2008:
Today Whole Day CHQ Team was on the job of following the DPC promotions. GS AIGETOA and VP Shri Vivek Kumar Singh met GM Pers and discussed on the proposed methodology. GM PERS informed that as per Directions of the Honble CAT, affidavit is to filed by 10th December and there is no such proposal which states that courts nod shall be called for. GM PERS told that he is willing to hold the DPC but certain conclusive decisions are to be done which is taking some time and the same shall be decided within a day or two. We gave him the vacancy calculations vis-a-vis the number of people to be promoted which was prepared based on an RTI reply received. Earlier, It was learnt that due to pressure from some corners again only part list was being considered. We discussed the details and convinced GM Pers that all upto 2008 batch can be considered and don't fall prey of negative elements, Thereafter we met the whole Pers Team and OSD to Director HR and had an extensive discussion over the calculation of the vacancies and number of people to be promoted. In the evening we met Director HR but as she was unwell and detailed discussions were to be held with regard to promotions, She asked us to meet next day and told us again to discuss the matter to her OSD. Thereafter, We again had a lengthy discussion with OSD to Director HR and DGM PERS. The result of today's discussion was that we managed to convince HR wing for consideration of all JTOs upto 2008 batch. However, conclusion on the same can be arrived tomorrow when we meet Hon'ble Director HR. In the meanwhile, some corners have started singing the song of Parity again when the much awaited promotions are in sight. Anyways, it's their wish, we will be ready to put out any vested interest which comes in the way, however we will welcome and cooperate with them if they do something constructive for the cadre. We are of firm belief in unity and we know with unity, faith and patience, we will achieve our much awaited promotions.

Reloaded - Realisation of GTI in BSNL : Analysis of facts vis-a-vis claims and counter claims
It is noticed that there are many to claim the credit for the introduction of GTI in BSNL and we are not interested in disputing the claim by any section. However we would like to place some basic facts with w.r.t the issue, so that all can make an informed opinion on the issue.
A compensation scheme to the immediate family member of BSNL recruit in the event of his or her unfortunate death while in service was a priority issue for AIGETOA since its inception. Many letters and attempts of persuasion with management can be seen in our archives too. However some points are mentioned below for easy recollection.
AIGETOA was pursuing with management for introduction of Corporate Group Insurance Scheme for BSNL recruits along with 30% SAB since 2011. The stoppage of BSNL GSLIS 2005 w.e.f 30/07/2014 gave further impetus to the move.
Following the unfortunate case of death of some of our own colleagues and seeing the difficulty being faced by their families, we became more vociferous in our demand for the same from 2015.

A second letter written by AIGETOA in Sep 2016 has suggested two proposals. Death Relief Scheme-Group Corporate Term Insurance (http://aigetoachq.org/downloads/GS Letters/23_Superannuation Benefits & Other relief Schemes to the deceased BSNL recruited employees.pdf) (i) a contributory death relief scheme for BSNL recruit similar to other PSUs and (ii) a corporate Group Term Insurance Policy for BSNL recruit for a nominal amount with BSNL paying the premium.
The matter was put up for examination by CA cell after our suggestion and request. The various news item on our website can be referred to. No other association even knew about this term, implementing was a far flung thing for them. So if any body thinks and claims that they are the brains behind this scheme, let them do it. We don't bother as resolution of the issue is more important thing than claiming the credit.
Anyways, coming to the claim that it started with one association coming as majority after referendum, only thing which changed after referendum was that the word Corporate ie contribution by department for GTI was replaced by self financed GTI by executives.
What has changed with the introduction of Membership verification of executives in later half of 2016 is that main stream associations started demanding GTI for all executives on a self contribution basis changing the original demand of Corporate GTI to Self Financed GTI, by even replacing GSLIS. Please note that each change suggested had substantial cost and time overruns. We are confident that with this all have wisdom to decide who has done what for GTI.
While we are constrained that membership fees paid by our own brethren are used by them against the welfare of BSNL recruits, we take pride in doing what is best possible in the available circumstance for BSNL recruits. We are also thankful to all those who has supported us overtly and covertly in our fight for welfare of BSNL recruits. Our next step is to ensure the GTI for BSNL recruited non executives also and we have already started our persuasion with management for the same.
