Status of JTO to SDE Promotion - AIGETOA push against all odds :
In pursuance to the discussions held with Directors and PGM Pers and the subsequent consensus on restarting the JTO To SDE DPC Process again, AIGETOA team met again officers from Pers section and enquired on the status of the process. During discussions it was pointed out that Roster is approved till Jan 2018 and in first round, HR section wants to fill up the vacancies up to Jan 2018. This was strongly countered by our team and we told that all vacancies available as on date must be filled up so that maximum persons who are eligible should get the promotions. We further requested them to consider issuance of the promotions subject to vigilance clearance by circle as has been done last time and non reaching of VC to CO should not be a reason to delay the promotions. It was also noted that eligibility particulars of some executives from 4-5 circles are yet not correctly updated. Those circles have been informed about the same and we assured HR section that AIGETOA circle teams will follow up in circles and we will ensure that the data reaches to circles within next 2-3 days.
We once again reassure all concerned that AIGETOA team is consistently monitoring the progress and will leave no stone unturned in executing these promotions by pursuing for filling up of all the vacancies available till date so that maximum eligible executives get the promotions.
The reply from Personal Section to Recruitment section with regard to publication of notification of LDCE exam is also being sent shortly so that LDCE process should also start very soon to extend advantage to more and more BSNL recruits with respect to getting the promotions.

It's great to see that more than one lakh people twitted the trend and created a positive vibe for BSNL in the midst of its on going BSNL Revival discussion at the level of the Government. Earlier also the trend namely #BSNL4G has won applause across the country by securing more than 1.5 lakh retweets.

GS AIGETOA writes to CMD BSNL for inordinate delay in salary payment of Sep-2019 :
GS AIGETOA writes to the CMD BSNL for inordinate delay in payment of the salary for the month of September-2019, highlighting hardships being faced by the employees due to non payment. He also raised the issue of non-payment of electricity bill, labour payment, day to day maintenance expenditure etc causing severe deterioration in the services and hence early redresser of the issue. AIGETOA is not part of proposed Hunger Fast & LHD on 18.10.2019:
It is intimated to all our members that AIGETOA is not participant of the Hunger Fast and Lunch Hour Demonstration on 18.10.2019. We are not part of the said program due to divergent views on the various demands as detailed:
SUPPORTS ON FOLLOWING:
> AIGETOA supports BSNL Revival with 4G, Land Monetization, Soft Loan, VRS and 58.
> AIGETOA supports disbursement of salary in time.
> AIGETOA supports Implementation of 30% Superannuation Benefits (SAB).
> AIGETOA supports payment of Electricity Bills, House Rental, Labour payment, EMI payment of Banks, LIC Premium, Society contribution, GPF etc.
DIVERGENT VIEW ON FOLLOWING:
> AIGETOA supports VRS/58 where as other constituent of AUAB oppose it.
> AIGETOA differs on the Presence of Pension Revision & 3rd PRC in charter of demands at this critical financial crisis stage of BSNL.
> Missing of any positive moves by AUAB to get the implementation of 3% SAB enhancement (From existing 5% to 8%) as agreed by the then CMD BSNL.
So, due to these divergent views on some critical issues, AIGETOA is not part of the proposed Hunger Fast and Lunch Hour Demonstration on 18.10.2019 but extend moral supports for the common cause as detailed above. We are hopeful that the constituents of AUAB will try to understand our viewpoint also as the existence of BSNL is a matter of surviving for entire BR fraternity. So, we should be ready to accept some hard decisions also for betterment of our beloved organization and its future growth.

The power of unity has shown its way on social media. Congrats to all the social media warriors of BSNL for coming up to the cause of BSNL_Revival, cutting across the association barriers. Today BSNL revival is talk of the nation. This is again a burning example of what unity can achieve for us. Remember our unity only has the potential to save us, else everybody is more interested in sending us to the dooms. Let us all take a pledge, come what may, our unity will not break. Management agrees to restart JTO to SDE DPC again on the new initiative of AIGETOA - A New Hope to BSNL Recruits for Promotion:
AIGETOA team consisting of AIP Shri Ravi Shil Verma, VP Shri B K Mehta, AGS Shri Sunil Gautam, OS (HQ) Shri Vivek Kumar Singh and Advisor Shri S K Pathak met Directors and authorities from Personal Section on 15th October-2019 and had a detailed discussion over the issue of JTO to SDE Promotion through DPC. AIP apprised management of the possible steps that can be taken and also updated him on the discussions which has taken place with applicants as well as advocates pursuing the case. AIP apprised management side that it cannot be estimated when the reserved Judgment of the review petition filed by BSNL, SNEA activists and AIBSNLEA will be pronounced. Already during the arguments it has been clarified that there is no ambiguity in judgment and both the sides have already affirmed in court that Training Centre Marks criteria for seniority was never in challenge and none has any objection on treating it as a criteria within the quota i.e. Within DR quota as well as PR quota and the inter se seniority should be as per Rules of the Rota quota as has been directed in the Judgment by Hon'ble High Court.
We emphasized that review petition was never required and it was a deliberate attempt on the proclaimed and so called recognized corners to delay JTO to SDE DPC.
AIGETOA Team apprised that keeping in view the delay in pronouncement of the Judgment by the Hon'ble Court, AIGETOA GS and AIP met applicants as well as advocates and proposed some suggestions on behalf of association to enable promotions of JTO to SDE through DPC which can cover all executives up to Recruitment Year 2008. In fact, it can go beyond that also for reserved category candidates. The idea of the association was welcomed by all the stake holders.
We requested management that we have been trying to break the stalemate since last one year and every time the process has been derailed by other corners. This time again, we have gone extra miles to achieve the breakthrough with a hope that negative forces will not be able to derail this process.
After thorough discussions lasting over two hours and going through the documents shown by AIGETOA team, PGM Pers has finally directed the section to restart the process of DPC from JTO TO SDE. However, it is quite intriguing to note that those who were sitting silently for almost one year now have awaken suddenly once again to serve notice for implementing the so called CPSU proposal. The JTO to SDE DPC was not even finding mention on their website for last many months and suddenly they have awaken and served another notice in the midst of already one agitation program which is going under the banner of AUAB. This move of serving notice for CPSU is just to derail the positive advancements which have been gained after tireless efforts by AIGETOA team. This shows their true colours. It cannot be a mere coincidence that after positive developments on the JTO to SDE DPC, Notice by proclaimed corners has been served for CPSU Hierarchy. However, we leave that on to the members and leaders of the BR fraternity belonging to that association to decide how they convince their association to not to create any more obstacles and allow smooth conduction of JTO to SDE DPC process. However, we reaffirm our commitment to ensure this promotion without any further delay and for that we are prepared to go to any extent.
In another development, after rigorous persuasion by this association to implement the interim directions of Hon'ble CAT uniformly to all the affected candidates in the SDE Reversal issue, management has finally agreed to form a committee and decide on the issue. A direction to Pers section dealing with the case has been given. We sincerely hope that better sense will prevail and justice shall be given to all the affected ones. However, saying that we again advise all the persons not to lag behind on their persuasion with respect to exercising various remedies available to them.

5th Circle Conference Cum AGM of Kerala Circle :
The 5th Circle Conference Cum Annual General Meet of AIGETOA Kerala chapter was held on 12th October 2019 at Hotel Blue Nile, Kannur. The Conference was graced by the presence of various distinguished dignitaries from association side and Management side, along with participation of hundreds of BSNL executives from nook and corner of Kerala Circle. Literally Kannur became a small prototype of BSNL Kerala on 12th October 2019. The participants witnessed one of the best coordinated event by AIGETOA team with exemplary hospitality and arrangements and planning.
From AIGETOA CHQ side our beloved General Secretary Shri Wasi Ahmad and our beloved All India President Shri Ravi Shil Verma along with CHQ auditor Shri Senthil Kumar ( CHQ Observer ), Organizing Secretary-II Shri Dipu Chandran, CHQ Advisors Shri Ansal Mohammed C H, Shri Vipal Prem attended the conference.
The morning session started with AIGETOA Flag hoisting by Circle President Shri Maxmilan K and subsequent Opening remarks from GS Shri Wasi Ahmad, AIP Shri Ravi shil Verma, CHQ Auditor, CFS, Org Sec-II etc. Various awards was delivered to BA teams / Individual members for best performance in different category by our GS & AIP.
Open Session was graced by the Presence of CGM(Incharge) & PGMT Trivandrum Shri S S Thampi Sir, GMT Kannur & GM( NWO-CFA), Circle Office Shri N K Sukumaran Sir, GMT Kozhikkode Smt. Sania Abdul Latheef madam. DGMs & AGMs from Kannur SSA also participated as our honoured guests.
Open Session was inaugurated by our Chief Guest Shri S S Thampi PGMT in the presence of guests of honour Shri N K Sukumaran GMT, Smt. Sania Abdul Latheef GMT , Shri Ravishil Verma AIP, Shri Wasi Ahmad GS, Shri Senthil Kumar CHQ Auditor, Shri Maxmilan K CP, Shri Saheer S CS and Shri Ansal Mohammed CFS. The Theme of Open Session - Empowering BSNL in the new Telecom Era - Role of BSNL Recruits - Challenges and Responsibilities, was extensively deliberated by all dignitaries and all stressed the vital role need to be played by BSNL recruits to move the company further on. The guidance and supportive suggestions from senior management indeed made the session fruitful. The voice of BSNL recruits across country - our GS Shri Wasi Ahmad and the confidence of BSNL recruits - our AIP Shri Ravishil Verma delivered mind blowing speeches, which boosted the audience mind with positivity. The dignitaries were felicitated by Team AIGETOA Kerala.
In the afternoon session, various SSA reports / Circle Term Report & Finance reports were presented by the concerned office bearers. Further there was an interactive session headed by CHQ team & Circle team. The session enlightened the core & collegiums members present in the conference with various stand / initiatives by AIGETOA team on various fronts and various apprehension raised from members also clarified.

Congratulations Sir.. Shri Arvind Vadnerkar ji taken the charge of Director (HR), BSNL Board on his appointment to the post. He will serve as Director (HR) for next four years till his superannuation i.e. 30-09.2023. BSNL has got exclusive and full time Director (HR) and we believe that it will help in resolving complex HR issues of the company. BSNL REVIVAL - An endless story:
It is learnt that discussions in the government regarding BSNL Revival are going in the right direction and it is expected that the proposal is likely to be approved and announced before Deepawali as reported by us earlier.
1. VRS Package: The VRS is very much in agenda against all odd news in the media. It is expected to be implemented from 1-Dec'2019. The VRS will be offered to BSNL employees who are attaining the Age of 50 and above and the amount will be paid in cash. The other conditions are expected to be remain same although stiff opposition by some section on the ex-gratia amount. The pension will be started just after the VRS implemented to the employee covered under the ambit.
The Leave Encashment will be paid at the time of VRS but the Gratuity & Commutation Value of Pension Payment will be deferred till they attain the age of Superannuation (i.e., 60 Years) or 5 years after VRS, whichever is earlier. During the intervening period from the date of VRS to the date of attain the age of 60 Years, Employees will get interest @ 8% on their Gratuity amount.
2. Reduction of retirement age to 58: It is also learnt that after implementation of VRS, the superannuation age will be reduced to 58 Years wef 01.01.2020.
3. Land Monetization: It's also on the agenda going to be approved.
4. 4G Spectrum Allotment: The 4G spectrum will be allotted to BSNL.
5. Financial Support: It is also learnt that some immediate financial support is also under active consideration of the government.
So, it is our firm opinion that some thing positive will be announced for BSNL by the upcoming Deepawali. We have very reliable information in this regard. So we will wait till Deepawali and then revert with full vigour if things doesn't fall on expected line. We will appeal to all employees to keep calm by that time but ready to fight on a short notice also.
